As staff pushed for a vote and the City Manager promised report backs,
Vice Mayor Hammond took the Management Team and Chief's redefining of Patrol
Officers as Neighborhood Police Officers as the way it's supposed to be.
She went on to suggest, that when it comes time to discuss it "we'll have
to spend some talking about what "we" want "our department" to be.
I didn't hear the mention of the words public, taxpayer, resident or voter
in her brief albeit impatient pitch. As she threw her hand up, she
called for the vote!
