Mayoral Candidate Heather Fargo probably came as close as anyone to what
we want to hear from our elected representatives. It's time to bring
this issue before the public, in open council session and deal with it
once an for all. Speaking of how implemention was being handled and the
NPO program concerns of the community she said, "It's not well understood
